Maryland Cybersecurity Council Elects New Chair to Lead Cyber Initiatives
The Maryland Cybersecurity Council held its most recent meeting on October 28, 2025, marking an important moment of transition in leadership and renewed commitment to advancing cybersecurity across the state.
After two years of dedicated service, Attorney General Anthony G. Brown concluded his term as Chair of the Maryland Cybersecurity Council. Under his leadership, the Council strengthened collaboration between state agencies, educational institutions, and the private sector, fostering greater alignment around Maryland’s cybersecurity strategy and legislative priorities.
During the meeting, members elected Markus Rauschecker, J.D., to serve as the incoming Chair of the Council. Rauschecker is the Program Director for the Center for Cyber, Health, and Hazard Strategies (CHHS at the University of Maryland, where he leads efforts on cybersecurity law, policy, and resilience planning.

In his new role, Rauschecker will guide the Council’s work with federal partners such as NIST, state agencies, and private sector organizations to strengthen Maryland’s cybersecurity ecosystem and prepare for emerging threats. Rauschecker shared, “I intend for this to be a very collaborative effort and I'm really excited about this council.”
The Maryland Cybersecurity Council, supported by the University of Maryland Global Campus (UMGC), was established in 2015 to coordinate statewide cybersecurity efforts, assess risks to critical infrastructure, and make policy recommendations to protect Maryland’s citizens and businesses from cyber threats.
The Cybersecurity Association is proud to serve as a member of the Council and actively contribute to its mission of building a safer, more resilient digital environment for all Marylanders.
